Semaphore Error after upgrade

Getting this error on Boot

Jul 07 09:12:03.413 spam.c:449 LWAPP-2-SEM_CREATE_ERR: Could not create semaphore for notifying AP registration

then

Jul 07 09:14:40.565 apf_spam.c:934 APF-1-NOT_ADV_SSID_ON_AP: Not advertising SSID ANF on AP 00:1a:e3:02:92:d0 due to radio policy

I can't find the solution.

Please help

Also it is a 2106 WLC. went from 4.0 to latest 4.2

Never mind

Fix the issue.

Disable all CDP on WLC. and AP's come online now.

I still get the Semaphore error.
