Of course, there may be some hs_err* files in NMSROOT/MDC/tomcat or errors in the Windows Event View (on Windows).

Your NMSROOT/MDC/etc/regdaemon.xml file is corrupt (most likely 0 bytes). You either have to restore a known-good backup of this file, or reinstall all of LMS from scratch.
