Guys, I am trying to do router pattern=
"9011!" to let people dial international from inside my organization.
This is not working. What is wrong?

what do you get when you dial??
just out of curiosity, are you waiting 15 seconds or pressing # for the call to go immediately?
if H323 do you have the proper dial-peer configured?

UC Manager 6.0
I wait 15 seconds.
Then I get "busy" signal.
I can make local or national calls just fine. So dial-peer configuration seems to be alright.

you're not going to use the same dial-peer unless you have something like 9T as the destination pattern.
have you actually checked the dial-peers?

To be more precise, I am doing a QSIG trunk between the new Cisco VoIP solution and existing production Nortel VoIP system.
So in this particular case it sounds like dial-peer config may not apply. Let me know if you need more info.
Once I dial an international number, now I see I am getting voice message "your call cannot be completed as dialedd...".
How can I determine which sysem (Nortel, Cisco, etc) is sending such message "your call cannot be completed...". I am trying to troubleshooot that.

that is CUCM, do you have the partition for that route pattern in the CSS from the device you're dialing from??

at this point i'd get a debug isdn q931 and a debug voip ccapi to find ut if the call does reach the GW.
is the route list you're using in that route pattern registered??

Good suggestion.
The message of "You call can not be completed .." can also come from the PSTN.
Common problem is O11 prefix. Sometimes you have to send it sometimes you do not. You may need to do some experimentation.
If you get from debug of the call setup from isdn q931 post it here.
in IOS CLI:
DEBUG ISDN Q931
TERM MON
make a call and capture text from the debug.
Here is an example of call setup:
661176: *Feb 21 00:50:03.315 EST: ISDN Se0/0/1:23 Q931: TX -> SETUP pd = 8 call
ref = 0x4BDF
Bearer Capability i = 0x8090A2
Standard = CCITT
Transfer Capability = Speech
Transfer Mode = Circuit
Transfer Rate = 64 kbit/s
Channel ID i = 0xA98397
Exclusive, Channel 23
Progress Ind i = 0x8183 - Origination address is non-ISDN
Calling Party Number i = 0x2181, '6175551212'
Plan:ISDN, Type:National
Called Party Number i = 0x80, '01148225551212'
Plan:Unknown, Type:Unknown
Look what digits you are sending and Called Party type and plan.
Here are some tips that worked for me in the past.
For H323 fix is in the IOS dial-peer config but is sounds like you are using MGCP.
With H323 you have more flexibility since you can change per dial-peer.
For MGCP you can change in the T1 PRI configuration when you add T1/PRI port.
Call Routing Information - Outbound Calls
Try to change to unknown for both type and plan for outbound.
e.g. for AT&T International service you need to use one of these choices:
1. Code the Type of Number field as international and the Numbering plan field as ISDN. If you do this, DO NOT include the three digit prefix "011" in the Number digits.
2. Code the Type of Number field as unknown and the Numbering plan field as unknown. If you do this, you MUST include the three digit prefix "011" in the Number digits.
