I have a 2950 switch that has two vlans, one for voice and one for data. If the vlan for data is up, the voice vlan goes down and vice-versa. The VOIP phone keeps resetting; passing data is also hit or miss. Any ideas?

Are these strictly layer 2 vlans? Are you trying to configure interface vlans?
I know you will get this symptom when trying to bring up multiple vlan interfaces on a 2950 because it is not a layer 3 switch.
I need more information to help understand this one. Can you send configs?

There is only 1 SVI allowed to be active on the switch and that is to manage the switch only.Any routing is done by a layer 3 device like a L3 switch or router.
