Hi,
I'm not sure how you can telnet one way but not another. The answer appears to be the fact that both s0/3/0:0 are int different subnets.
i.e.
Subnet 1
R1 IP: ip address 10.99.4.106 255.255.255.252
Usable addresses in this subnet 10.99.4.105 & 106
R2 IP: ip address 10.99.4.106 255.255.255.252
Usable Addresses in this subnet 10.99.4.109 & 110
I am assuming that these are on the same link as there is no routeing to suggest otherwise.
HTH - please rate if it does.
Regards
Stephen

Check your access-list 23. You have one on R2 but not on R1. It seems that the ACL on R2 is preventing access.

Hi,
On router 2 , remove the access list from the line vty, it will work
line vty 0 4
no access-class 23 in
+++++++++++++++++++++++++++++++++++++++++++++
Also you could modify the access-list 23 to allow R1 IP.
