I'm seeing a pvc which is showing ATM cells and IP packets in, but 0 OAM and 0 cells/packets output. Note that there are 2 other pvcs on the BVI and both of them seem to be working fine. This is PA-A3-T3 on 7206 VXR. My understanding is that if no OAM cells are received, then the pvc is down and shouldn't see any packets inbound. What would cause such an issue?

Hi,
The interface itself it's down.
As you mentioned, once it's up, the PVC should remain down due to no response to OAM.

sorry, i don't understand. How does a down/down interface receive packets?
