1801 Router - IOS 12.4.15(T), Alcatel Chipset firmware 3.0.14

I have an 1801 & am experiencing extreme bandwith(4-50 KB/sec)flux on downloads. I recently upgraded my IOS & Alcatel firmware with no change. I've tested the connection for several weeks with a Billon 7404 & Netcomm NB5PLUS4- both perform perfectly, with no drop in bandwidth (48-55 KB/SEC avg.) All routers display same stats SNR(DS) 22-25 db, Line attn 57 db (i know this is high) occupancy 35%.

I've already talked with the Backbone TAC & they have concluded that the Alcatel 20190 maybe not as tolerant to noise as the DSL chipset in the other routers.

Is my problem commonly experienced by other cisco adsl connections?

I'd appreciate if someone might might be able to look at my config, which include atm/dsl/dialer. Suggestions or setting changes?
