I want to configure a 2811 such that when internal PCs wants to access a server on the Internet at port 2823 and a certain IP range. It will use the second WAN link and NAT accordingly. How can I achieve this?

Simply use a specific route for that address or address, pointing to the link you want.

How do I perform NAT for the second WAN link? I already have NAT that goes to the primary WAN link.

ip nat outside
in global.
ip nat source inside list XXX interface X/Y overload
