What is the maximum key length for a pre-shared key in a VPN setup and are all characters allowed?

The maximum PSK is 129 characters, I have used all types of characters before, with no issues.

It depends on what device are you using. Cisco allows any characters but Nortel for example does not support special characters, only alphanumerics.
