FTP no workie

Hi guys our FTP downloads timeout and I am not sure whats causing it. I have

ip inspect name firewall ftp

ip inspect name firewall tftp

but it seems I am missing something any ideas? I just want to be able to download from an ftp side, there are no ftp's within the local network

do you go through any other device, a proxy or another type of filter?

We have a proxy that we go through and have to have access through that in order to do any FTP even if we are given access through the firewall.
