I have a centralized call processing environment. At HQ we are running CM 4.1 with a 28XX ISR at the remote site over MPLS. The MoH right now is being served by HQ to the remote site. I wish to provide MoH to the remote sire from its local router. Any suggestions on how to do this? Can I just put a MoH audio file on the routers flash and then create a new MRG and MRGL for this site?

You can use Multicast MOH to stream MOH from the remote router instead of your current scenario.
Here is the SRND guide. Its one of the best I have read on MOH. IT will guide you on how to get this working..
