6500/7600 QoS support for LAN interfaces is often not as extensive as the support for some WAN interfaces or what the "software" routers support. However, with what you're trying, you might need a shaper within the parent's class (unsure though). E.g.

policy-map Parent

class ILL

service-policy Child

shaper average ####

Again, unsure whether the above will help, but you might try it.

Also, from what you're posted, something like:

class-map match-all ILL_n_UNCAP

match access-group name ILL

match access-group name test5

policy-map SinglePolicy

class ILL_n_UNCAP

police 10000

Might work.
