Have a customer that wants to do this rather than just create cm to cm trunk. To me it seems like it would work. Has anyone tried it? Seems to me it is just a matter of defining voip peers for the cm where the phones reside.

Yes, This can work, but you have to use CUBE (cisco unified border element). You will need to ocnfigure CUB to pass h.323 to h.323 calls..
This is how your call flow will go
H.323 ICT trunk from ccm---->CUBE GW
H.323 VOIP dial-peer from CUBE---> 2nd CCM.
Then configure the reverse path in the same way.
CUBE is an IOS feature in cisco callmanager that allows voice gateways to do h.323 to h.323 calls, sip to sip, sip to h.323 and h.323 to sip calls

so when you configure the gateway dont forget the followinf comands
voice service-voip
allow connection h323-to-h323
without that commmand your voip to voip dial-peer will not work
