MWI Indicator on IP Phone not lighting up

I have a CCM 4.3 setup with unity 4.0 unified messaging with lotus notes as the mesaging store.

The problem is the MWI doesn't light on the IP Phone, indicating arrival of voice message.

But it is noted , that whe we click "Refresh status" button under messages button, in subscriber mailbox in unity server, the MWI starts lighing on the IP Phone.

Why do I need to click the refresh status button to get the MWI light on?What is the meaning, is this a bug?

Please follow the steps continue at the following link to narrow down where the problem is:

You want to ensure the Domino Monitor is receiving the DUC notification from the Domino Server.

Also, take a look at software defect CSCsb10212:

Symptom:

A caching mechanism was introduced in the release of DUCS 1.2.1. Its purpose was to cache users' DUC enablement UCprofile. This way when the router component on the Lotus Domino server was handling a message it would know whether or not a user was DUC enabled or not without having to perform a disk access. In the DUCS release of 1.2.2 the cache was further enhanced and the concept of extended cache was introduced. The main difference was that it pulled the count-change profile information as well. This way the router would know when it routes a message exactly what type of notifications any particular user might have without having to go to perform a disk access.

The caching mechanism has been seen to be problematic and areas that can be affected are: DUCS enabling and disabling of subscribers, message categorization by DUCS, message notification and in rare cases instability on the Lotus Domino server when DUCs is installed and/or as users get DUCS enabled.

Conditions:

When DUCS 1.2.1 or 1.2.2 is installed on the Lotus Domino server.

Workaround:

Add the parameter UCCacheSize=0 to the Notes.Ini file on any Lotus Domino server that has DUCS installed on it. As always for any change made to the Notes.Ini file to take affect it is necessary to reboot that Lotus Domino server.
