have a call handler which transfers calls through pstn to a toll free number. debugs on the voice gw show I am not keeping calling number. and I belive this is why call is failing. Recording is "call cannot be completed from your area". How does unity keep originating calling number? thanks

The calling number has nothing to do with why your call is failing.
When unity initiates call, the calling number will be the number on its the Unity port that was used to initiate the call.
The recording you are hearing is not a callmanager recording its a telco recording, hence it looks like its your telco that is not routing the call.
To troubleshoot further, enable
debug isdn q.931
term mon
on your gateway and post the output

I see the inbound call through debugs, but not the transfer outbound.
However, if I dial the destination toll free number directly from my phone, it works fine.
Scenario. Inbound call activates greeting on call hander 1. Caller input activates call handler 2 which transfers to toll free number.
I will also contact the carrier. thanks
