We're trying to analyze options for a new deployment of 7965 phones (which use 15w each). So using the power calc tool, I was able to find a few switches that can fully support all 48 ports with 15w.

My question is which would be the lowest cost option?

Do you need power on all 48 ports? or more than 24? Here are the lowest cost switches that should suit your needs.

24 or less phones WS-C3560-48PS

25 - 48 phones WS-C3560E-48PD1150W
