I did run the AdminUtility testing in the lab on CCM PUB, after reset the password to all the systems accounts on the PUB and SUB, the CDR Insert service are running now, and I also could restart this service.
The CCM system did not asking to enter the password for all these accounts when reset the new password, only asked the Cluster Passphrase password, does this mean that we do NOT need to know this password, and this password is only used within the CCM system itself?
Thanks for any clarification.

the tool is to reset the pwd, you do not need to know the previous password for the accounts.
the accounts it resets the pwd for, are only used for CCM.

java:
From the Readme of the tool AdminUtility.exe, mentioned that "this tool is unable to successfully synchronize Callmanager password/services in a mixed workgroup/domain environment. If this occurs, configure the subscriber into the same Workgroup as the Publisher and re-run the utility." We have 3 CCM in the same cluster, and PUB and SUB1 are in a Domain, and SUB2 is in a different Domain, currently, we have one service CCMCDR is not synced on PUB only(cdr insert service down and not to be started), all other services accounts are synced. How can we sync the services password for this situation?
