ACS 4.1 w2k3 No backups showing up on restore page

I'm trying to migrate settings from one acs 4.1 to another. When I copy the backup from the old machine to the new it does not show up in the restore selection on the new machine. In fact nothing shows up even if I backup the new machine it just shows an x in the select box. What's up?

I installed sun's java on this machine and it fixed the problem.
