Add'l PVDM hardware detected, not available

I've installed a second PVDM and the hw shows up in sh diag, but I can't use the voice-card 1 or 2 to utilized for transcoding or conferencing. I've attached sh ver and sh diag. The unit is a 2821 with CME 4.3/7.0. Any ideas on this whether it's a licensing issue or bug?

All PVDM modules installed on the motherboard are part of the voice-card 0, voice-card 1, etc are for the Network Modules (NM) cards. So, this works as it should, you can simply go back to the transcoder and conference bridge configuration and see if you can increase the max-sessions configuration.
