Attachment Option not working in RME reports - LMS 3.1

The email attachment option does not appear to be working in any reports. The check box and radio buttons for PDF or CSV appear to be active for a brief period as the window comes up, but quickly disappear when the window comes up fully.

Check that you have the feature enabled under Common Services > Server > Admin > System Preferences.
