carrier trunk re-route not work

Carrier has one PRI to 1st 2851, anther PRI to 2nd 2851. They are configured as trunk at carrier(according to carrier) We have dial-peer .T on 1st 2851. H323 to CCM. Everything been working fine, Two days ago incoming call no longer working, debug ccapi shows 1st 2851 couldn't find the matched dial-peer. We have to add specific(i.e 404xxxx) dial-peer to make it work. Carrier said since it's not channel busy, they won't be able to reroute the call to 2nd PRI though they are in the same trunk. Do you guys have experience on this. I thought it could as well depending on the reject reason code.

This problem may happen when the members of the Route group are different channels of the same PRI.
