Is is possible to schedule a voice only meeting? Currently, I can only schedule voice+web, and this can be confusing to my users when they don't need the web portion, but the invite sends out stating that it is both voice and web.

You can choose Participant List Only for the room type to avoid reserving Web licenses; however, the invite always includes the URL *unfortunately*.
My recommendation would be to not invite users to the meeting itself. Just schedule it through the browser or Outlook interface and specify the correct number of attendees. Then send a separate meeting invite to the actual attendees with the Access Number(s), Meeting ID, and Meeting Password in it.
