Implicit rule overund the Policy ACL

Hello!

Can someone tell my why the Implicit Rule overuns the a normal ACL. You can see it in the attachment.

In the Syslog Message you can see the deny but in the config it is a allow????

It's permitted in the ACL and the syslog message is logging the permit. It's acting exactly how it is configured to.
