the answer is yes.
and if the link is not congested also voice traffic can be more then 10 Mbps because there is a policer associated with the LLQ but it congestion aware and works in congestion to avoid starvation of the other queues.
Usually voice traffic can be predicted and constrained much more then data traffic.
You could provide a double bw to voice to take care of parallel link failure
if voice doesn't use some resources they are available to other queues
