exactly what do you mean by lock/unlock???

CUCM 6.1 has nothing to lock a phone unless you use EM to limit functionality

When the user need make a calls, he must dial a PIN or password and then the phone be enable or unlock. If the user go out, he must dial the PIN again for lock. Only can receive calls, but not make calls, until that unlock the phone.

use EM for that, it's the closest thing we have built-in in CUCM. there are other options like the one you mention but they require out of CUCM config and / or HW

The client need to receive calls when the ip phone be in lock mode. EM not works of this way.

you can leave a DN that can only receive calls when logged out of EM on the phone. other than configuring that, you would need to look for a 3rd party app as CUCM does no have this capability you're looking for as the link you provided

You might be able to use Forced Authorization Codes on the LD and International route patterns. That will require everyone to dial a code before placing an LD or International call.
