What QOS can I use if I want to set (e.g. voice has highest priority to process, web is lowest priority to process)

what platform do you plan on applying the configurations?
you can classify/mark traffic as CoS 5 or dscp 46 or EF for voice, and apply LLQ. This is used with CBWFQ to apply priority queue for voice.
