What are Manageable and Non - Manageable Switches?

Is it true that Managebale switches can be configured manually and non manageable switches doesn't allow manual configuration?

It is correct. Non manageable switches do have a fix configuration and there is nothing you can change while manageable switches will let you manipulate its configuration based on your needs.

what are the other differences between manageable and non manageable switches?

On the non-manageable switches, there are no vlans, STP, vtp, trunks, Qos, ssh, fastetherchannels you can configure.

I believe many Network Engineers also refer to a managed switch as to one that can be managed by an snmp management system (like HP Openview, Spectrum, Solarwinds Orion) would also use mibs and the snmp protocol to get key information like system uptime, vlan or port usage and utilization, errors, temp. of the switch and so on...
