Hello
i need to install the mentioned module on a CISCO 3745 router , shall i power off the router before plugging the module???

Yes you need to turn off the router for the installation

The Cisco 3745 does support Online Insertion and Removal (OIR) of NMs and power supplies.
However if it's not service disrupting I always power down. Please see
