When installing desktop app.Get the error mentioned as shown in topic\\
Have all linceses loaded have node and port licenses available.

This is CCM: Needs License issuse. You have to Installing your license file:
Before you proceed, make sure that the Cisco Unified Communications Manager server software has been installed and configured on the server.
Follow these steps to install your license file:
Step 1. Save the attached license file (.lic) to a temporary directory on
your hard drive.
Step 2. Open a supported version of the Internet Explorer browser.
Step 3. In the Location or Address field, enter the following URL,
replacing IP address with the IP address or host name of the Cisco Unified
Communications Manager server:http:// <http:///>
Step 4. Log in to the Cisco Unified Communications Manager server as system
administrator. (Be aware that user names and passwords are case-sensitive).
Step 5. From the Cisco Unified Communications Manager Administration Page,
select System -> Licensing -> License File Upload. The license file upload
page displays.
Step 6. Click on the Upload License File button, Upload File window opens.
Step 7. Click the Browse button to navigate to the location where you saved
the .lic file.
Step 8. Click Upload; then, click Continue.
The Cisco Unified Communications Manager server imports the license.

Problem fixed by reinstalling the uccx server selecting the default language (English)
