Have you tried the command "rmdir flash:home.tar"?

The file you want to delete is a directory. You need to CD to the directory and then delete the file contained within. I had a similar problem when trying to delete bin file on a 3750 flash. After I cd'd to the directory I was able to delete the bin file.
