CUPC on virtual PC

One of my coworkers is running a virtual PC on a MAC using Parallels Desktop software and we are trying to get the virtual PC to run CUPC. Is this possible?

Also will it allow a USB VTA II Camera to work on the virtual PC?

Not supported... but it should A colleague had it running in his Mac same scenario

There is a native CUPC client for OS X. You'll have much better luck running it on the native platform.
