Call to Digital Phone from IP Phone rings busy

We have a Definity G3Si and CCM 6.1.1

When you try to call a digital phone on the Avaya PBX from a Cisco IP Phone you get a fast busy signal. It is only one of the digital phones in the PBX where this is an issue. We can call other digital phones with our IP Phones and they ring thru just fine.

I believe this is a programming issue in the Call Manager. I had programmed the dn 8262 in Call Manager but deleted the device and also the unassigned DN. Do I have to stop and restart a service for this to take affect that might have affected why you can not call the digital phone?
