Standby ISP

How does this work?

The examples that I have show very simplistic configurations using private IP addressing and if were to have a standby ISP, how can I route the public block of addresses that I have configured from ISP1 to the standby ISP2 without BGP configured?

It doesn't. This is for outbound traffic only(or inbound if you're using the 2nd ip block).

Here is another config example. All it really does is insert a floating static default route to the second isp.
