Can you apply Ciscoworks for base performance mgment on a Mitel IP Tel environment, customer has Cisco routers/switches etc.

CiscoWorks only supports Cisco devices really. While you would be able to manage the Cisco infrastructure gear, the non-Cisco IP phones would not be detected as IP phones. You wouldn't get any benefit using CiscoWorks to manage the IP telephony.
