You have to collect more data, and extend your UT End Host Table aging timer under Campus Manager > Admin > User Tracking > Acquisition > Delete Interval.

The way this report is generated, is to look back in UT for when the port last had a user connected then disconnected. Then, it calculates the time the port has been admin up, but oper down. So, the report is only effective for the data UT has collected.
