issue about DCR server

I want to add devices to DCR from CS,but when I chose CS-Device and Credentials, I got error message "Error in communicating with DCR Server.DCR Server may be down. Please start the DCR Server and then refresh the page. ". I picked up CS-server-admin-Process, I found process "DCRServer Running Normally". Could you tell me which issue cause this? Do I need re-start this process?
