I was wondering about what means the number next to "CCIE". It's simply an ID randomly selected? Or means something else?

I have this problem too.

It's the order that the person obtained their CCIE. The first person to obtain their CCIE was number 1025, with 1024 being given to the lab itself. So the smaller the CCIE number, the longer the person has held it.

A person who passed the Written CCIE exam receives its #?, or until the Lab being approved?

Only passing the lab will get you a number. Passing the CCIE written really means nothing other than you are allowed to sit the lab.
