sccp plar phones not automatically dialing

I have an issue when I pick up an analog phone, at first all I get is a dial tone but when I hang it up and pick it up again, then it dials. It is connected to a vg224 and I have the sccp plar dial XXXX commands in there. This really seems to happen more when the phone hasn't been picked up in a while. Anybody run into this issue? The version of IOS on the VG is 12.4(9)T6

if u have this config with FXS port to an analog phon try to make the config like

under the fxs port do:

connection plar [number]

and have a look at the following link
