Can LMS 3.01/ Campus Manager 4.0, Resource Manager 4.0 and default manager manage Juniper M120 routers on the same scale that it does with Cisco devices?

No. LMS is really only geared to managing Cisco devices. The only management you'll get for a Juniper device is basic inventory in RME.
