Solved: Flash "key not available here"

I've got a CCME where the phones display the Flash softkey, but when pressing it, it displays key not available. How do I make it available?

this is used if you have call waiting available on a POTS line. Under telephony-service utilize the command "fxo hook-flash"

Note that once a flash soft key has been enabled on an IP phone, it is available to provide hookflash functionality during all calls except local IP-phone-to-IP-phone calls
