Do you have the actual circuit plugged in? It will show unregistered until it detects carrier detect.

the controller e1 0/0/0 is up....
if i restart the GW in the CUCM 6.1 the GW down and up the e1 channels

Hi, it looks like the gateway name defined in CUCM is different to the host name of the voice gateway. Please change it and see if the MGCP gateway will register.

Please try to use
no ip domain name
on the global configuration of the MGCP GW
