No need to use Unity, your setup should work fine.
On your ICT, verify that you have these properties checked:
Redirecting Number IE Delivery - Outbound (on the no-VM cluster)
Redirecting Number IE Delivery - Inbound (on the cluster with the VM/qsig setup)
Or check both on both ends (not necessary, but should someone on the VM cluster forward to someone on cluster2 then it should show proper forward info).
If these are checked already, check for any translations etc that may be causing the number to not match what's configured on your Voicemail boxes...
