Is there a way to setup single number reach where it would go to one phone during certain times and then other numbers at other times?

Use "Time Periods" and "Time Schedules" in partitions.
CUCM 7 will also have a way to do this with the Mobile Connect feature.

if u are useing callmanager ur friend in the case is time of day
with this feature u can setup two partions and give each partion a time sechdual so lets say partion1 from 7 am to 2 pm and other time will be assigned to partion2 so the idea with time of day partion one will be active on that time while partion2 will be activated after 2 pm
so u could make CSS and give it to a translation patren that contain those two partitions and assign each partition to a line based on the time u want and give them the same number lets say phone line with number 555 with partiion1 and other phone with lin 555 with partion2 and make traslation pattren lets say translate any call coming to 1234555 to 555 and give it a CSS contain both partions
becase each partion has a time sechdual assing to it each phon line will be up based on the time assigned
