first of all you must upload the license file in a ftp server, then follow the procedure
e.g.
AIM>software install clean url ftp://192.168.0.1/cue-vm-license_50mbx_cme_2.3.2.pkg
in this case is a anoymous ftp no user and pass required..

all the information is already on CCO, please try searching within cisco.com for the information you need or within netpro, be proactive
Upgrading or Downgrading the Cisco Unity Express License in the Same Version
http://www.cisco.com/en/US/docs/voice_ip_comm/unity_exp/rel3_0/installation/guide/upg_3lic.html
Link to get the license. You can download either 25 or 50 license but make sure you get the cme file not ccm. Example:
cue-vm-25-license.1.1.2.cme.pkg
