When I go into skill group explorer to assign a skill group to the VRU PG I dont see that PG when I click retrieve. What could some of th causes be for this.

Of course not. Skill groups can't be assigned to that type of PG.
What type of switch do you have?

Ok so I thought I was going crazy. This is a Sprawler/Lab enviroment. I do see my Call Manager PG so I can create a skill group there would that be correct??

Yes, indeed. Agents, skill groups, teams etc all go on the CUCM PG. That's why Cisco call it an "agent PG".
Even in a purely non-voice environment (say EIM or WIM) you would need this for your agents.
