Is there anyone who can give me a suggestion which software I can use to create the required TIFF file to send off-ramp fax messages out of my T.37 integrated voice gateway?

I wasl also once looking for a software for Off-Ramp faxing. The only software where I was able to produce a working TIFF file was PDFCreator (even a freeware tool):

In the TIFF settings I had to configure:
Resolution: 196dpi
Color: 2 colors (black/white) G3 fax encoding with EOLs

I have a query. I have CUE and off ramp voiec gateway in my network. As an end user how do I send a fax to a remote fax destination from my email client.

Have you already configured the gateway for Off Ramp FAX? If not, please refer to the following documentation:
With the "mta receive aliases" you can configure the DNS name (e.g. fax.yourdomain.com) on which the gateways accepts the FAX e-mails. Then configure that DNS name and the IP of the gateway in your DNS server. Then you need to configure the SMTP routing for the DNS name fax.yourdomain.com on your mail server. On Exchange you have to configure a SMTP connector.
Then you should be able to send an e-mail with the TIFF attachment to "FAX=12345@fax.yourdomain.com" where 12345 is the number of the destination FAX machine. Of course you'll need a matching POTS dialpeer for the destination number.

You could try facsBridge T37FSP from http://www.sandlerco.com - this software integrates off-the-shelf Windows Fax Service (including Fax Printer) with T.37 gateway (off-ramp faxing with cisco gateway), eliminating the need for Exchange or another intermediate MTA.
