New Skill Group not Recieving Calls!

Guys I am at a new client trying to work on their old system. Its an ICM 7.1(5), CVP 3.1. Anyways I created a new skill group and agent, assigned it, logged in with CAD fine, however when I place a call through it just queue's and never delivered the call. I cannot assign this skill to an agent that already works, it also just queue's. In this customer they Create Services under Service Explorer, then assign the skill group as a service member, then create a route. Is there anything I am missing? I am so stumped...

Completely ridiculous, I changed a peripheral number and its like the skill groups was detroyed after that. Delete and Readd and good to go now!
