Bandwith limit per user

I have a router 2811 which is connected to the Internet through adsl line. Behind the router there is a network with several PCs on the subnet How can i limit the bandwidth for each user and not the entire subnet to 100 kbps for any traffic going out to the Internet?

If i police or shape per protocol, let's say http protocol. My adsl line is 10 mbps download. I give to http protocol 100 kbps bandwidth. Assume that at a specific time 10 users ask for http downloads. Will each user download with 100 kbps or all 10 users will share the 100 kbps bandwidth. Can you give me a sample how to do this?

there are multiple ways to do this - what exactly are you tying to do. You cannot just turn QoS on without planning what you want.

If you just want to limit a certain amount of BW per protocol, cool. BUT you must remember you cannot limit how much a person or group of people can D/L. QoS was designed to stop the staturation of transmission OUTBOUND on a link - you cannot limit/reduce the INBOUND.
