IPCC 4.5(1) Can not create JTAPI and RMCM users

when initially setting up the IPCC server and specifying the JTAPI and RMCM users, this step fails. However, if they are manually added to the Call Manager, it works fine, though RMCM and JTAPI services on IPCC do not start (RMCM stays in initializing, JTAPI stays OUT_OF_SERVICE). How can we solve this?

Did you activated all the CRS servics ?You need to acivated first

Or Stop and start the CRS node services

Yes, i did that, although JTAPI would not start and RMCM was still stuck in INITIALIZING state. JTAPI and RMCM users were configured correctly. What i did is, i changed both user passwords to new ones, then switched back to old ones. After that JTAPI resync and Node Manager restart. I still have no idea what was wrong though.
