Remote host turn up issues

I have a remote host that has a 871 router and 7600 series ip phone. engineer can ping from remote host to local router. He says the vpn's are up. When we plug in phone the screen has a circle that just spins. He requested a new phone. Remote host is fed by cable connection. End user can plug into router and surf internet but we havent loaded vpn software yet. What should I do to isolate
